There's 12 envelopes. Everyone that gets the code gets one. They can't be opened until they are evicted. If it says "round trip" the HG gets to return to the game. So, Frank will go into the room--take an envelope then they'll give him the good one in the DR room. They'll all say "One way" but they'll hook Frank up.
