It was a bad move any way you see it. Ozzy was on the outskirts of the Aitus with Sundra not far behind him. Candice not only lost 4 jury votes, she created an strong 4 alliance that couldn't be broken. She was already in the majority alliance in Aitu, if she waited for merge she could have been in the majority in both opposing tribes. Remember Ozzy was set to be the next person to go, she basically handed Ozzy the way the FTC. If she was so set on flipping the smart move would definitely have been to wait for the merge. If you're hell bent on betraying your alliance you should do it secretly and not let them know exactly what you're doing.
So true, Candice was sitting pretty till she mutinied. All she did along with Johnathan was put a huge target on her back. Had she just waited for merge she wouldve been in a better situation.

And I don't understand why Penner flipped, everyone on the Raro tribe didn't like him.

That said that she was called as a possibility for Micronesia...can you imagine having 4/10 from Cook Islands? I wonder if Parvati took her spot...she can thank her later :D
